What computer program would I use to create a company newsletter?

Hi! I am an administrative assistant at a small hospital. My boss has requested that I begin a “company newsletter” that will go out in every employee’s mailbox each month.
My question is: How should I go about starting this? What computer program should I use, what questions should I ask my boss (for instance, would I ask: “What kind of header would you like?”), and should there be anything else I should keep in mind?
All suggestions are greatly appreciated!
. Do any of you know any good schools, that are certified, etc. I don’t want to get stuck like my mom with a degree thats worthless.
