What is the best language translation computer program that doesn’t require the internet?

I am looking to use a computer program on a small netbook for translations. It has the easy keypad that translation devices don’t have. and is small. but most of these programs require an internet connection. Are there any multiple language translation softwares that don’t?

 

Which language would be better to learn for a career computer science/programming, Chinese or Japanese?

My kids are 9,8,6, & 4. What are some good computer programs for teaching children spanish. I’ve heard about Rosetta Stone, but is it fun? I know they’ll be more interested if the program includes games. I’ve heard of Muzzy as well. Does anyone have any experience with these?
